Windsor Fire Brigade

Windsor Fire Brigade

The following information has been taken from the 63rd Annual Report for 1929.

A number of well-known Windsor names appear in the report below, perhaps the most significant being Sir Dunjibhoy Bomanji, a wealthy Indian businessman who came to live in Windsor after the First World War at Sutherland Grange. Sir Dunjibhoy could always be relied upon to assist with donations for local activities and his picture still hangs in the clubroom of the Ex Servicemens' Club In St Leonards Road. He died in April 1937. More information

The name of Mrs Moscockle also appears in the donors list. Mrs Moscockle lived at the Clewer Mill, Clewer village, for a number of years. She was a common sight in those days driving around Windsor in an ancient Rolls-Royce, dressed in the style of Queen Mary, and waving regally from the car windows as she was driven about.

H. P. Barker (Foreman) we believe to be the owner of Barker's Garage that used to be at the junction of William Street and Victoria Street.

F Burton (Probationer) was later to become a well known councillor and Mayor of Windsor, and also a hairdresser!

A number of businesses contributed also, including Budgen & Co., the grocers, and Buckland & Sons, the estate agents. Some businesses have long since disappeared such as the Windsor Royal Gaslight and Coke Co., Ltd., the Windsor Electrical Installation Co., Ltd. and Imperial Service College.

Interestingly the Theatre Royal is listed as the New Theatre Royal, presumably after the fire and subsequent rebuilding of the theatre twenty years earlier.

Miss A. Outlaw contributed to the fund too. The Outlaw sisters ran the hotel known in those days as the Riverholme & Old House Residential Hotels, by Windsor Bridge, later to be known as Wren's Old House Hotel and in 2003 Sir Christopher Wren's House Hotel, although by 2010 it was no longer believed that the building was once Wren's home. The telegraphic address was a delightful 'Outlaw, Windsor', and the phone number was Windsor 33.

The Royal Windsor Web Site is grateful to Phill Wells, a retired fireman himself of great gallantry, for loaning the original publication so that the following could be prepared.

The Chief Officer's 63rd Annual Report for the Year, 1929.

Fires

During the year the total number of calls on which it was considered necessary to summon the whole of the members of the Brigade was seven, the most serious of which was the big forest fire in Windsor Great Park; on the other six occasions, thanks to the prompt response of the members of the Brigade. the fires were got under control before they had obtained any great hold on the buildings concerned, and thereby they were able to be quickly extinguished. There were also twenty-nine other calls to which various members of the Brigade responded; these included four false alarms, four minor outbreaks and twenty-one chimney fires, making a total of thirty-six calls during the year. I am pleased to be able to report that the loss by fire sustained within the Borough boundaries during the year was exceedingly small.

Drills

Thirty-six regular drills were held during the year, and I am pleased to report that the average attendance was well above that of the last few years.

Hydrants

All the fire hydrants within the Borough have been periodically inspected and tested by the Brigade and any defects have always been promptly attended to. I should like while dealing with hydrants to thank the Waterworks Inspector for his every-ready help and co-operation at all aerial.

Annual Competitions

The annual Competition was held at the Imperial Service College grounds (by kind permission of the Governing Body), on September 4th. We were again fortunate in having a fine day. The various events were all keenly contested and some excellent aerial returned.

The Championship of the Brigade was again won by Foreman H.P. Barker, whilst Fireman Wood gained the distinction of being second in the Championship and being in every winning team during the afternoon.

A keen contest took place for the Barber Shield, no fewer than eight teams competing, the following Brigades being represented: Bracknell, Eton, Gerrard's Cross (2), Maidenhead, Slough (2), and Uxbridge. The winner this year was Uxbridge, with Eton a very good second.

The Judges included Hon. Capt. T. G. Dyson, Chief Officer Husted (Eton), Chief Officer Taylor (Slough) and Chief Officer Chadwick (Windsor Castle); to whom, with the other gentlemen who officiated, we offer our most grateful thanks. We also wish to thank the Governing Body of the Imperial Service College for so kindly granting the use of their splendid ground again for the competition.

The Dart Challenge Cup again proved a great success, attracting no fewer than forty-two entries. and after some keen contests, it was won by a team from "The George," Eton, who beat the Windsor Swimming Club (A) team in the final.

The best thanks of the Brigade are again extended to all the ladies and gentlemen who again gave prizes or subscribed to our prize fund: and to the Mayor and Mayoress (Councillor and Mrs. Stephen Wright) for so kindly attending and presenting the prizes to the successful competitors.

The Brigade sent a team to compete in the South Midland District Competition Drills, which were held at Maidenhead this year, and although they drilled well they were unfortunate in not being placed in the events in which they took part. The following members represented the Brigade: Foreman Barker, Escape Foreman Butler, Assist. Engineer Goldswain. Fireman Lightning and Fireman Wood. The Chief Officer was officiating as one of the Judges.

Appliances

All the appliances, whether they are the property of the Corporation or the Brigade, are in excellent order, with the exception of the Ford Tender, which is being replaced by the Town Council.

The annual Inspection by the Fire Brigade Committee of the Town Council took place in October. who again certified to the excellent condition and the very satisfactory manner in which the whole of the appliances are maintained. This was followed by a special vote of thanks to the Brigade by the Town Council at their next meeting.

During the year several new appliances have been supplied to the Brigade by the Town Council, the most important being a new first-aid tender made by Messrs. Dennis, of Guildford which will be delivered the first week in January, 1930. This machine will no doubt prove a great acquisition in maintaining the up-to-dateness and efficiency of the Brigade. The Council has also supplied us with two of Messrs. Simmons' self-contained Breathing Sets, and already these have proved very useful on several occasions.

On behalf of the Brigade I do most sincerely thank the Fire Brigade Committee in particular and the Town Council in general for the generous way in which they have always met any requirements that I have placed before them during the past year. and I can assure them that we shall not ask for anything unless it is considered by the Brigade as absolutely necessary.

Fire Protection

Public Buildings and Institutes in the Town have again been visited and appliances inspected and reported upon. and steps have been taken to minimise the risk of fire and panic in these buildings. To comply with the Lord Chamberlain's orders, firemen have been on duty at the Royal Albert Institute and other places during stage plays.

During the year an agreement has been reached with the Old Windsor Parish Council with regard to fire protection in the village, and I understand that the arrangement we have come to with the said body is considered very satisfactory by the people concerned. In conclusion, a word of thanks should be given to Mr. Alderman Duley for his untiring efforts to bring about this satisfying result.

Social

Members of the Brigade attended the local Fire Brigades' Association sixth annual dinner at Datchet in November, Chief Officer Goddard, of the local Brigade, being in the chair. The dinner again proved a great success, nearly 140 members being present.

The Brigade have held three dances during the year, two taking place at the Thames Hotel Pavilion and one at the Royal Albert Institute, each of which proved a great success.

In April, a football match was played against the Borough Police, which resulted in a win for the Brigade by 7 goals to 2. As a result of the match, and other activities by the members and friends, we have been able to send the sum of £l0 to the Widows and Orphans Fund of the National Fire Brigade Association.

Decorations

During the year, the following three members, Chief Officer J. G. Tull, Escape Foreman J. Butler and Fireman G. A. Leamon completed fifteen years' service in the Brigade, and received the Bronze Bar to their ten years medal.

Two foreign decorations have been awarded to the Brigade. the Chief Officer being made a Member of Honour of the French Fire Brigade Federation, and Foreman H. P. Barker being made an Honorary Member of the same Federation.

Thanks

On behalf of the Brigade it is my pleasure to tender grateful thanks:

To the following Honorary Officers: Hon. Capt. T. G. Dyson, Mr. Fez. C. Durant, M.V.O., Rev. C. H. Hamilton, Sir Joseph Skevington, K.C.V.O.. Mr. Alderman Harris, J.P., Mr. Alderman Bampfylde, J.P., Mr. Alderman Mitchell, and Mr. Councillor Rawkins;

To the Mayor and Corporation, for their continued support and interest at all aerial;

To all subscribers to our funds especially the many business houses, whose help during the year has been much appreciated

To Chief Constable Carter and members of the Borough Police, for their help at all aerial;

To the Local Press, for inserting news items in the local papers concerning the Brigade;

To Resident Engineer Tilly, for the excellent and efficient manner in which he has carried out his numerous duties, both in keeping all the various appliances ready to render immediate service and the Central Station and Sub-Stations in perfect condition;

To our Collector, Mr. G. McLain, for his good work in connection with our funds;

To the Officers and Members of all the Local Brigades, for their co-operation and ready help ever extended.

In conclusion, I extend my personal thanks to Second Officer C. C. Bond, the Sub-Officers, and all Members of the Brigade, for their every ready assistance and support, which has enabled me to carry out my duties as Chief Officer, I hope satisfactorily to the town in general and to my fellow members.

(Signed)

 The Princess Mary Fire Engine

The 'Princess Mary' Fire Engine.

Believed to have been donated by Princess Mary herself, although this is being researched. Here the fire engine is seen acting as a hearse in a funeral procession down Peascod Street on a rather wet day in the 1920s. Fitted here with solid tyres, she was later converted to run on pneumatic tyres. Note Currys Cycle Co and the entrance to the Empire Cinema on the far side of the road on the site occupied by the Post Office [in 2004].

Princess Mary, Princess Royal and Countess of Harewood, was born Victoria Alexandra Alice Mary on 25 April 1897 and died 28 March 1965. She was the daughter of Prince George, Duke of York, later to become King George V. After her marriage in 1922 she held the title of Countess of Harewood. The Princess Royal sided with her eldest brother, Edward VIII, during the Abdication crisis, she and her husband staying with him at Enzenfeld Castle. In 1947 she declined to attend the wedding of her niece, Princess Elizabeth and Prince Philip, Duke of Edinburgh, to protest that her brother, now the Duke of Windsor, had not been invited to the wedding. She held a number of public appointments, not least Controller commandant of the Auxiliary Territorial Service, the ATS, which was renamed the Women's Royal Army Corp in 1949.
